You can set a Parallax background to any Visual Composer row. Click on the Edit (pencil) icon at the upper right of the row.

This will open the Row settings dialog. Scroll down until you see the Parallax field. Select Simple or With Fade. Then upload your image in the image field below that.

Click Save Changes and then Save/Update your page.
